• To implement company H&S objectives;
• To define and assist in implementation of the relevant preventative measures;
• To work to the ORCA  Safety Checking & Test Matrix;
• To monitor safety officers and other safety personnel;
• To ensure that HSE representative are aware of their duties and the HSE requirements;
• To ensure that personnel are aware of HSE requirements;
• To monitor safety issues at ORCA base and at other sites where ORCA employees are working;
• To advise on general HSE issues;
• To advise on training he thinks is necessary to carry out the job safely;
• To advise on environment and site planning he thinks is necessary to carry out the job safely;
• To carry out safety accident\investigation reporting where applicable;
• To carry out site walk a round’s to monitor work is being carried out safely and to monitor the safe use of equipment;
• To complete ORCA “Observation Cards” and record all cards on the HSE data base;
• To update and monitor Risk assessments, COSHH Assessments, Incident/Accident & Near Miss reports;
• To assist or carry out safety accident/investigation reporting where applicable;
• To attend and hold (when required) safety meetings once a fortnight or at intervals that is appropriate;
• To review, amend & issue HSE docs & distribute them within the company;
• Ensure current risk assessments are reviewed and advise management on any risks that have been identified during risk assessments;
• Allocation of HSE Tasks within the company;
• To monitor safety issues at ORCA base and at other sites where ORCA employees are working;
• To advise on general HSE issues;
• To advise on training he thinks is necessary to carry out the job safely;
• To attend and hold (when required) safety meetings once a fortnight or at intervals that is appropriate;
• To carry out safety accident\investigation reporting where applicable;

• To carry out the tasks assigned by the QHSE specialist and submit reports;
• The Employee shall comply with Company Procedures and Health, Safety & Environmental Rules and shall report to the Employer any circumstance that affects or may affect the Health, Safety, Environment or the Employee’ performance, which may as well include working conditions.

• Min one-year related experience and/or training; or equivalent combination of education and experience;
• Experience with ISO9001 ( ISO14001 and ISO 45001) requirements;
• Experience with OHSAS 18001:2007 requirements;
• Ability to maintain a high level of accuracy in preparing and entering information;
• Experience with mobile devices and software development is a plus;
• High school diploma or University Degree; 
• Computer skills including the spreadsheet and word-processing programs, and e-mail at a highly proficient level;
• Fluent in English, Azerbaijani & Russian languages.

Technical Knowledge: 

• Minimum 3 to 5 years of experience in O&G offshore as HSE
