Technical Leadership and Discipline Management:

• Serve as the technical expert for all civil and geotechnical engineering aspects of the project, ensuring compliance, functionality, and constructability of all civil works.
• Lead, mentor, and manage a team of civil engineers and designers. Define work scopes, assign priorities, and ensure all civil deliverables meet required schedules and quality standards.
• Act as the primary interface between the Civil discipline and other engineering teams (Structural, Mechanical, Piping, Electrical), managing subterranean and above-ground interfaces and clearances.

Design, Codes, and Analysis:

Oversee the detailed design of essential industrial civil infrastructure, including:

• Earthworks and Site Grading: Site preparation, mass excavation, backfilling, and compaction specifications.
• Roads and Paving: Design of internal roads, railways, and pavement for heavy vehicle traffic.
• Drainage and Utility Networks: Design of industrial and storm water drainage systems, including culverts, trenches, and underground utility routing.
• Foundations: Collaborate with the Structural team on geotechnical analysis and the design of heavy equipment foundations.
• Software Proficiency: Be fully conversant with the design tools and analysis software used in civil engineering, including but not limited to AutoCAD Civil 3D for earthworks/piping layout and geotechnical software for foundation studies.
• Ensure all civil designs, specifications, and construction methodologies strictly comply with relevant international codes (ASCE, ACI, Eurocodes) and local Azerbaijani regulations.

Project Execution and Support: 

• Ensure the timely generation, review, and approval of all civil deliverables, including site plans, grading drawings, drainage schematics, earthwork calculations, and bulk Material Take-Offs (MTOs).

• Successfully work within a dynamic, multi-disciplinary project team environment, coordinating efforts with international partners and contractors. 

• Bachelor’s or Master’s degree in Civil Engineering from an accredited university. Professional Engineering (PE) license or equivalent professional registration is highly desirable. 
• Minimum of 7–14 years of progressive professional experience in civil engineering within the heavy industrial, process, or large-scale EPC/EPCM sectors. 
• Direct experience with the civil design, earthworks, and infrastructure delivery for minerals, metals, or specifically DRI/HBI facilities is mandatory. 
• Proven experience in leading an engineering discipline or team is required. 
• Technical Expertise (Mandatory): Expert knowledge of industrial drainage design, road design, and large-scale earthwork management. 
• Proficiency in CAD software, particularly AutoCAD Civil 3D. 
• Strong understanding of geotechnical reports and the design requirements for heavy industrial foundations. 
• Computer Skills: MS Office, Various Structural design and analysis software 
• Language Skills: Proficiency in English is mandatory; knowledge of Chinese (Mandarin), Azerbaijani or Russian is a definite asset.
