• Conduct Training Needs Analysis (TNA) at individual, departmental, and organizational levels.
• Design learning programs, including classroom, virtual, e-learning, and blended learning formats.
• Develop the company’s HSE training catalogue and training matrix.
• Coordinate internal and external trainers for program delivery.
• Plan, organize, and maintain the annual training calendar.
• Manage LMS platforms, training records, attendance tracking, and reporting.
• Handle training logistics, including room setup, materials, vendors, and scheduling.
• Measure and report on training effectiveness using evaluation tools and metrics.
• Prepare periodic L&D reports and dashboards for management.
• Manage the full performance cycle: goal setting, mid-year review, year-end review, and calibration.
• Assist managers in creating managerial, functional, and individual-level KPIs.
• Support departments in designing and optimizing business processes in collaboration with HRBPs.

Conditions:

• Location: Gum Adasi, Baku, Azerbaijan
• Schedule: 08:00 – 17:00 (Monday – Friday)
• Transportation: Provided by the company via shuttle buses (to and from the office)

• Bachelor’s degree in Business Administration, Human Resources, or Social Sciences.
• Minimum 5 years of experience in Learning & Development or Organizational Development.
• Strong understanding of competency frameworks.
• Knowledge of KPI design, cascading, and measurement methodologies.
• Strong proficiency in MS Excel, with excellent ability to work with formulas.
• Experience working with LMS platforms and digital learning tools.
• Ability to work with AI tools to support learning and OD processes.
• High proficiency in spoken and written Azerbaijani / English, Russian language proficiency is an advantage.
• Strong communication and stakeholder management abilities.
• Effective planning and organizational skills.
• Detail-oriented, structured, and proactive mindset.
