Position Summary:
Seeton Azerbaijan is looking for a Procurement Manager (or Procurement Team Lead) to lead procurement operations and ensure the timely provision of goods and services for project delivery. This role is focused on minimizing risks, optimizing costs, and enhancing supplier performance while ensuring compliance with internal procedures and external regulations.
- Plan and manage the full procurement cycle in accordance with internal policies;
- Analyze requests, evaluate suppliers, and maintain procurement documentation;
- Monitor delivery schedules, financial settlements, and compliance with agreed commercial terms;
- Lead contract negotiations with suppliers and manage international procurement (import rules, Incoterms, customs, logistics);
- Ensure full compliance with company procurement policies and national legislation;
- Coordinate timely documentation and data entry into the company’s accounting system;
- Control the receipt and processing of original documents (contracts, invoices, acts, etc.);
- Control purchase order placement and monitor adherence to procurement procedures;
- Mentor junior procurement staff and lead procurement-related projects;
- Develop and improve procurement strategies, vendor management processes, and cost optimization initiatives;
- Collaborate with cross-functional teams to ensure smooth procurement operations;
- Prepare procurement-related reports and updates for management.

Tələblər
- Higher education (preferably in procurement, logistics, foreign economic relations, or similar);
- 5+ years of experience in procurement, ideally in the IT or system integration sector;
- Solid understanding of supplier management and commercial proposal evaluation;
- Experience with strategic sourcing and complex vendor negotiations;
- Knowledge of contract lifecycle management and basic legal review processes;
- Proficiency in international procurement procedures (import rules, Incoterms, customs clearance);
- Understanding of logistics flows and international transport documentation;
- Strong analytical and Excel skills (TCO analysis, supplier KPIs, price comparison, etc.);
- Familiarity with accounting principles and supplier payment tracking;
- Experience using ERP systems (Dynamics, etc.) and procurement automation tools;
- Team coordination experience or prior role as a team lead is a plus;
- Understanding of procurement risk management;
- Confident communication and stakeholder engagement skills.
