Sourcing & Supplier Management
- Conduct market research and maintain supplier databases, including the Pre-Qualified Vendor List (PQVL).
- Evaluate suppliers by reviewing technical, commercial, HSE, and financial documentation.
- Maintain strong relationships with vendors to stay informed on market conditions, pricing, and availability.
Tendering and Bid Processing
- Prepare and issue RFQs, RFPs, and Invitations to Tender, and obtain competitive price offers from approved vendors.
- Review and analyze tender drawings, specifications, schedules, and commercial terms.
- Prepare price comparisons and commercial bid analysis sheets.
Procurement Operations & Logistics
- Manage local and international procurement and supply chain activities from requisition to delivery.
- Review procurement requests to ensure and advise completeness, accuracy, and compliance with specifications and requirements.
- Convert approved requisitions into purchase orders and ensure accuracy of PO terms and conditions.
- Monitor outstanding purchase orders, deliveries, shipments, and logistics, including customs clearance documentation.
- Track order status, expedite deliveries, and report delays or issues.
- Verify supplier invoices against PO terms, delivery documents, and quality reports.
- Ensure goods and services meet quality, cost, and delivery requirements, coordinate with engineering to resolve quality issues.
- Coordinate with internal departments and external suppliers to resolve procurement-related issues.
Contracts Management and Compliance
- Prepare and manage supply contracts, amendments, and terminations with required documentation.
- Ensure compliance with organizational policies and procurement procedures.
- Maintain accurate procurement records, contracts, and reports.

Qualifications and Experience
- Bachelor’s degree in supply chain management, Business Administration, or a related field.
- Minimum 3–5 years of experience in procurement, purchasing, or supply chain.
- Experience in construction, or project-driven environments and international trade, import/export procedures, and contract management is highly preferred.
Technical Skills
- Proficiency in using procurement software and tools.
- Good understanding of procurement processes and best practices.
- Good working knowledge of Microsoft Office (Word, Excel, PowerPoint).
- Understanding construction methods, materials, and safety regulations specific to constrution projects.

- Fluency in Azerbaijani and good command English is required.
