Quality Management System (QMS) Development & Governance
- Develop, implement, and maintain the Project Quality Management Plan (QMP) in alignment with ISO 9001 and project-specific contractual and regulatory requirements.
- Establish quality policies, standards, procedures, and document control protocols applicable to solar PV, wind, BESS, and hybrid renewable energy projects.
- Define quality gates and hold points at key project milestones: design freeze, procurement, construction, pre-commissioning, commissioning, and handover.
- Ensure all project quality documentation is controlled, traceable, and retained in compliance with the document management system and lender requirements.
- Maintain an Approved Vendor / Manufacturer List (AVL/AML) for critical equipment and materials; conduct pre-qualification assessments of suppliers.
Site Inspection & Testing
- Execute and supervise quality control inspections for all civil, structural, electrical, and mechanical works across project sites including solar PV arrays, wind turbines, MV/HV substations, cable works, and BESS installations.
- Witness and formally sign off hold points and witness points defined in Contractor and Subcontractor ITPs; ensure no work proceeds past a hold point without authorised sign-off.
- Perform material receiving inspections; verify traceability, material certifications, conformance with approved submittals, and compliance with project specifications.
- Conduct pre-pour, pre-backfill, pre-grouting, pre-termination, and other critical hold point inspections; document findings with photographic and written evidence.
- Witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for major equipment including transformers, inverters, switchgear, and BESS modules.
Audit, Review & Compliance
- Plan and execute internal quality audits of project processes, EPC and subcontractor activities, and supply chain performance; issue formal audit reports with findings and recommendations.
- Review and approve Contractor/Vendor Quality Plans, ITPs, method statements, and inspection procedures prior to commencement of associated works.
- Coordinate third-party inspection agencies and Owner’s Engineer quality oversight activities; manage their access, scope, and deliverables.
- Ensure compliance with lender/investor technical requirements, environmental standards, and applicable grid authority requirements.
- Support technical due diligence and independent engineer review processes by providing quality documentation, audit findings, and NCR status reports.
Non-Conformance & Corrective Action Management
- Issue, track, and close Non-Conformance Reports (NCRs) across all project work packages; ensure timely corrective action by contractors and formal re-inspection prior to closure.
- Lead root cause analysis (RCA) investigations for quality failures and systemic non-conformances; drive Corrective and Preventive Action (CAPA) implementation and verify effectiveness.
- Escalate unresolved or critical non-conformances to the Project Director with supporting evidence and proposed disposition.
- Maintain a lessons-learned register and ensure findings are embedded in future project quality planning and execution.
Quality Documentation & Reporting
- Maintain accurate and current inspection records, site quality dossiers, red-line drawings, material traceability registers, and test certificates for each work package.
- Prepare and issue weekly and monthly QC/QA status reports, NCR logs, ITP compliance summaries, and audit findings to the Project Management team and senior leadership.
- Define and monitor quality KPIs for the project portfolio; report trends and recommend corrective interventions proactively.
- Compile and verify Mechanical Completion (MC) and pre-commissioning dossiers; ensure Quality Dossiers (As-Built Documentation) are complete and verified prior to COD and client handover.
Commissioning & Project Closeout
- Coordinate with the Commissioning Manager to ensure all QC sign-off requirements are fulfilled before each energisation and commissioning milestone.
- Review and verify that all punch list items are formally resolved and documented prior to each system or package handover.
- Ensure planning and quality activities support Commercial Operation Date (COD) and contractual milestone obligations.
- Lead quality lessons-learned documentation at project closeout; disseminate findings across the Project Delivery Department.
