- Prepare tender documents (RFQs, RFPs) in line with category strategies and procurement plans;
- Coordinate the tendering process, including communication with suppliers, bid collection, and initial bid evaluation;
- Ensure all procurement documentation is complete, accurate, and in full compliance with SOCAR procurement policies;
- Collect and analyze procurement data to support spend analysis, supplier performance reviews, and category strategy development;
- Identify operational bottlenecks and propose practical improvements to enhance process efficiency and transparency;
- Work closely with Category Managers, technical departments, finance teams, and legal teams to ensure category plans align with business requirements;
- Assist Category Managers in developing and updating category strategies, conducting market research, and identifying new sourcing opportunities;
- Gather input from internal stakeholders on category needs, specifications, and risks to feed into category plans.
Tələblər
- Bachelor's or Master's degree in engineering, economics or related category fields;
- 4-5 years in procurement within the relevant category (Oil & Gas sector experience preferred);
- Knowledge of local and international supplier markets within the relevant category;
- Ability to support procurement transformation projects, such as optimization;
- Experience in sourcing, planning, running competitive tenders, negotiating contracts, managing supplier performance;
- Have a good understanding of the assigned category, including key products, suppliers, services in that area;
- Know how to prepare and maintain record, ensuring all procurement decisions well-documented;
- CIPS or equivalent procurement certification (or trained) preferred;
- Familiarity with SAP or similar ERP systems, other procurement analytics tools, as well as e-sourcing tools;
- Fluency in Azerbaijani and English (Russian preferred);
- Proficiency in MS Suite.
