• Operating within the engineering function of SOCAR Upstream Management International, this role provides senior-level projects execution oversight and assurance across multiple non-operated offshore assets, both in-country and overseas.
• Provides senior-level contribution to projects delivery by overseeing, challenging, and aligning onshore and offshore execution strategies proposed by operating companies and EPC contractors across FEED through EPCI phases, ensuring execution approaches are robust, coherent, and compliant with partner expectations and governance requirements.

Key Responsibilities 

• Lead and support cross-disciplinary teams in reviewing and assuring the operator’s offshore and onshore execution strategies, ensuring alignment with shareholder governance, efficiency targets, cost objectives, and timeline commitments.  
• Manage the review of construction, fabrication, and installation methodologies, confirming practicality, safety, efficiency, cost-effectiveness, and schedule feasibility across offshore and onshore scopes.  
• Coordinate and guide team contributions to constructability analyses, identifying risks, constraints, opportunities for improved efficiency, and potential impacts on cost and timelines.  
• Oversee evaluation of project schedules, ensuring realism, sequencing, coordination of key interfaces, and timeline reliability, while assessing cost and efficiency implications.  
• Provide consolidated team insight into readiness, risks, efficiency, cost drivers, and schedule adherence, supporting shareholder assurance of execution feasibility.  
• Facilitate project reviews, managing team input on overall execution readiness, progress, and alignment with agreed strategies, budgets, and timelines.  
• Promote safe, efficient, and practical execution solutions, ensuring compliance with HSE principles while balancing cost, efficiency, and schedule requirements.  

• Engineering degree (Mechanical, Civil, Offshore/Onshore Construction, or equivalent technical discipline).  
• Project Management certification (e.g., PMP, PRINCE2) or equivalent is preferred.
• Strong experience and understanding of offshore and onshore construction, fabrication, and installation methodologies.  
• Familiarity with shareholder governance frameworks, project assurance processes, and industry standards.  
• Solid grounding in Health, Safety, and Environmental principles and their application in execution strategies.  
• Ability to evaluate constructability, schedule realism, efficiency, cost drivers, and risk factors at a strategic level.  
• Excellent written and verbal communication skills for clear reporting and stakeholder engagement.  
• Proven ability to manage and support cross-disciplinary teams, consolidating inputs into structured outputs
